The Board was established in October 1999 to provide a means whereby notable persons and sites of historic interest are remembered through the erection of blue plaques, and to provide a channel so that members of the public can suggest persons and sites for commemoration. Under the chairmanship of the Lord Lieutenant of the County, the Board consists of representatives of Oxfordshire County Council; Diocese of Oxford; Oxford City, Cherwell, South Oxfordshire, Vale of White Horse, and West Oxfordshire District Councils; Oxford and Oxford Brookes Universities; Oxfordshire Chamber of Commerce and Industry; Oxfordshire Architectural and Historical Society; Oxford Civic Society; Oxford Preservation Trust; Centre for Oxfordshire Studies. The Oxford Civic Society administers the scheme assisted by organisations throughout the county. The Board meets twice annually, in April and October, to consider proposals for commemoration, which must be received by the Secretary to the Board by February 1 and August 1. The Board is not a registered charity at present. Nevertheless it depends on donations from the public. It is thought that in some cases relatives and friends of those to be commemorated may be able to assist, though the availability of such resources will in no way be taken into consideration by the Board when making a decision concerning a proposal. Each plaque with related work costs about £400. It is the intention that persons and sites to be remembered should be spread throughout the county.
